OpenAI says Dots will launch Europe in weeks, highlights developer lock‑in

At DevDay Exchange 2026 in Berlin, OpenAI repeated prior announcements, said Dots will become widely available in Europe "in a few weeks" after regulator talks; Personal Pro accounts in the EEA, Switzerland and the UK remain locked out while some business accounts have access; weekly Codex users in Germany grew twentyfold since January; OpenAI blamed resource demands for shutting down Sora in March and emphasized its Agents API, plugins and web apps to lock developers into its platform.

Why it matters

Ready onboarding flows for European business users now, as Dots is slated to launch across the EU within weeks.
